Travel: The position is based in Kochi with frequent travels to Trivandrum. Limited travel to Delhi and other project sites is required.

Duties and responsibilities

A. Responsibilities

• Overall coordination of all project activities of the SUD-SC project in the thematic area of integrated spatial planning in the State of Kerala.
• Function as entry point, establish synergies and coordinate with other Cluster-projects that are being active in the respective state.
• Provide technical input and policy advice to the partner state on Integrated Urban Spatial Planning, Spatial Development, Urban Planning and Governance in Urban and Peri-Urban Areas.

B. Tasks

1. Advising the partner institution(s)

• Supports in conducting technical review and quality assurance of technical deliverables from consulting teams
• Regularly follows-up with relevant partners for technical review, quality assurance and approvals
• Develops advisories / inputs and guidance in consultation with the GIZ project team / partner agencies for dissemination.
• Participates in any relevant state and city committees, working groups, project steering meetings, etc. as per the decision of the partners and the GIZ project director and preparing regular minutes of these meetings

2. Networking and cooperation

• Coordinates and communicates with all local institutions and stakeholder such as the State Government, Urban Local Body, the Smart Cities SPV, Development Authorities, Universities, and Training Institutes etc.
• Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project

3. Knowledge management

• Supports the development and usage of monitoring and evaluation tools in line with activity requirements under the project interventions, as envisaged by GIZ;
• Documents all proceedings including meetings, workshops and technical sessions and follow-up at partners/ other stakeholders;
• Provides input for development of brochures and technical material for dissemination at the local level;

4. Coordination tasks

• Helps to promote the overall GIZ current and future portfolio of the Sustainable Urban and Industrial Development Cluster;
• Ensures daily coordination and communication with project partners at state level and regular communication with the GIZ staff in the Delhi office;
• Maintains regular communications with the long-term consultant’s team placed at the city level for the project of SUD-SC;
• Helps to ensure synergies with the long-term consultant’s team placed at the city level of other cluster projects;

Education Requirements

Qualifications

• Post Graduate Degree in Planning / Urban Planning / Spatial Planning / Planning / Architecture / Engineering or City Management
• Graduation in Architecture / Planning / Geography / Environmental Engineering/Environmental Sciences/Economics or comparable degrees.

Other knowledge, additional competences

• Excellent in working in state and city level institutions, communication with a broad variety of stakeholders and presentation and negotiation skills
• Excellent oral and written communication skills in English. In addition, oral and written skills in Malayalam would be essential to work in the respective state.
• Work experience in bilateral or multilateral cooperation projects and with international agencies in India is an advantage
• Familiarity with GIZ specific planning, implementation and reporting procedures and its changes, project and concepts will be an advantage.
